Why i do think it actually went downhill in 2010s and not 2009

Well, despite some stinkers such as: Fanboy and Chum Chum, the bad seasons of spongebob and Fred series, there are still good enough shows that reedemed these eras such as: Big Time Rush, The Mighty B (Depending on your view), The last good seasons of The Fairy OddParents, T.U.F.F Puppy, The last season of My Life as a Teenage Robot, TMNT 2012 reboot, The seasons of TMNT (2003), Victorious and more, unlike those eras, starting from 2013, there aren't much good shows that aired, most of it are bad.

About the locked page

It looks like the page is protected due to constant edit wars involving when the network's dark age started. Except... most of the edit wars were about moving the page to what they see fit. I can understand blocking the page from being moved (to prevent a similar incident), but is blocking the page from being edited at all really necessary?
